Following historic releases of government records about UAP encounters, the Pentagon’s All-Domain Anomaly Resolution Office has concluded that roughly 40 percent of the phenomena reported to the United States government remain unresolved. Now the Office of the Director of National Intelligence, with the support of the FBI, has announced a UAP Science Advisory Council to further investigate UAP encounters. This unprecedented body of scientific and academic experts will be led by Dr. Avi Loeb, director of the Galileo Project at Harvard University and a member of the Sol Foundation’s advisory board.
The council’s mandate is to advise the U.S. government on how to resolve the nature of unidentified anomalous phenomena through the scientific method.
Among the fourteen scientists and experts named to the council are Sol Foundation co-founders Dr. Garry Nolan, professor of pathology at Stanford University, and Dr. Peter Skafish, anthropologist and former faculty and researcher at UC Berkeley, Harvard University, the Collège de France, and McGill University. Sol advisory board member the Honorable Tim Gallaudet, PhD, Rear Admiral, U.S. Navy (ret.) is also named. Ross Howard, who leads production for the Sol Foundation, will lead communications for the council.
The council’s composition reflects a deliberate methodological approach. Because UAP are physical objects that interact with human observers, the council spans physical sciences, biology, psychology, and social science. Dr. Loeb has described the inclusion of at least one skeptical voice on every committee as essential — not as a gesture, but as a structural protection against groupthink and cognitive bias. The goal is not to arrive at predetermined conclusions, but to apply the scientific method to a question the U.S. government has acknowledged it cannot yet answer.
The council reports to a higher-level UAP Governance Board, an interagency body coordinating across military, law enforcement, intelligence community, and civilian agencies. All data shared with the council will be unclassified.
The Sol Foundation was established in 2023 by Dr. Nolan and Dr. Skafish to build the infrastructure for rigorous scientific and policy inquiry into UAP. The appointment of Sol’s co-founders, and the broader Sol network, to the government’s scientific advisory body represents a direct line from that founding mission to the current moment.
