Sol Foundation Press Statement for May 22 UAP Records Release

May 22, 2026

The statement below is attributable to Rear Admiral Tim Gallaudet (Ret.), former acting administrator of the National Oceanic and Atmospheric Agency (NOAA), Stanford University School of Medicine Professor Dr. Garry Nolan, and Dr. Peter Skafish, Executive Director of the Sol Foundation:

“Today’s second presidential document and video release builds on the previous disclosure, on May 8, providing the most official acknowledgment to date by the U.S. government that the intelligence community routinely gathers and analyses data on unidentified anomalous phenomena (UAP). This release supports the Sol Foundation’s own testimony in congressional hearings and findings from the Office of the Director of National Intelligence (ODNI), the Department of War, and investigative reporters at The New York Times that this data leaves little doubt that components of the U.S. government know that some UAP are “nonanthropogenic vehicles.” The Department of War’s release of UAP records and videos, following an order from President Donald Trump and requests from Representatives Anna Paulina Luna and Eric Burlison, may have set in motion a chain of events that will lead to humanity discovering that we are not alone.

Today’s move toward disclosure of government knowledge of UAP is unprecedented, but a much more thorough process is needed if Americans are to discover the truth and learn why their own government concealed it for decades with excessive secrecy. We hope that this release will also encourage Congress to pass transparency legislation cosponsored in previous years by Senate Minority Leader Chuck Schumer and Senator Michael Rounds. Known as the UAP Disclosure Act (UAPDA), the legislation, which faced unwarranted opposition over the last three years, would force a thorough, multiyear review of classified UAP records and programs with the aim of providing Americans with the full truth about longstanding government knowledge and programs concerning UAP. Until such a review process is undertaken, the federal government is at risk of being overwhelmed with questions from the public and the proliferation of misinformation.

We wish to recognize the bipartisan UAP Caucus for their years-long work to urge the Executive Branch to share the truth with the American people and their representatives in Congress, and Secretary of State and National Security Advisor Marco Rubio for his historic transparency and oversight efforts while co-chair of the Senate intelligence committee. Most of all, the military and intelligence whistleblowers who came forward in recent years, despite unimaginable personal risk, are owed our gratitude for their courage and patriotism. The Sol Foundation recently proposed new legislation to support whistleblowers so that more Americans can share their knowledge about UAP without fear of retaliation.

As academics who have played leadership roles in our fields and within government, we at the Sol Foundation urge our colleagues in the scientific community to pay serious attention to this development in government. Some UAP may not be of human origin, and we hope that more scientists come to feel the wonder and curiosity that we do about this possibility.

Often recognized as the leading nongovernmental UAP organization, the Sol Foundation undertakes scientific research, policy analysis, and public education on UAP. Our publications and public education work have helped establish the facts about the US government’s history of with UAP and defined their significance for science, society, and humanity. We will thoroughly review today’s records and videos, and we look forward to sharing what we learn.”
